Code Blue Unhoused Deliberation

Shape a workable winter Code Blue plan for freezing nights in Montrose. When winter gets dangerous, Montrose needs a plan that works. This is neighbors sitting down, talking it through, and deciding what we can count on when the cold comes.

We need a plan we can run this winter.

Deliberation means neighbors slowing down, looking at the facts, and working through a hard issue together until they land on something fair and practical.

How it works

  • Learn

    Start with shared facts. Read a neutral brief. Hear from subject matter experts. Ask clarifying questions.

  • Listen

    Talk with one another in small groups. Share life experience. Surface values and tradeoffs. Aim for common ground. Note real disagreements.

  • Recommend

    Weigh options against Montrose winter realities. Improve ideas where it helps. Vote and record support levels. Publish a clear public summary. Request written responses from implementers.

  • Facilitators

    Trained facilitators run the room. They keep it fair and on time. They balance voices. They do not take sides.

  • What this group will not do

    You will not handle staffing, policy, contracts, permits, or legal decisions. Your job is to weigh tradeoffs and make clear recommendations.

  • Review and Response

    The City and partner nonprofits check feasibility, costs, and compliance. They reply in writing on what will be adopted, adapted, or declined.

Session Dates

Monday, September 15, 2025 and Tuesday, September 23, 2025. Two hours each. Both required.

Deadline

Apply by Wednesday, September 3rd. A group of 20 demographically representative folks will be selected.

Eligibility and support

Age 18 plus. 50 dollar gift card for completing both sessions.

We’ll randomly pick 20 people so the group looks like Montrose County. If that doesn’t work out, we’ll hold an open forum instead and note it in the report. (Gift cards only apply to the lottery group.)

Proposed Actions We Will Consider

  • Seasonal fixed site shelter

    A city identified building opens on Code Blue nights with trained staff and volunteers.

  • Activated pop up shelters

    Pre approved sites use modular tents, trailers, or rooms when Code Blue is called.

  • Private host site network

    Pre vetted residents or landowners host very short stays within city code on Code Blue nights in a rotation.
